It was immediately after the worst deluge in the history of the State in 2018, I had my first opportunity to meet Sri. Sambasiva Rao IAS, the District Collector along with our Tahsildar Sri. Muhammed Rafeek Sir and other staff members.
I was holding the charge of Head Quarters Deputy Tahsildar, Thamarassery Taluk. We were asked to meet him at his chamber with a power point presentation on various aspects of Thamarassery Taluk and its functions. With the support of our Tahsildar, we managed to prepare it on our own.
As directed, we visited him at his chamber. We experienced a stunning incident which we had never seen before. When we entered his chamber, he came down from his dais leaving his chair with joining hands and saying “Namaskaram”. We never expected such kind of an approach and we were dumb-struck for a while.
He further astonished us by sitting in our company and having a free discussion on the subjects. After almost two hours discussions, he appreciated us with the words” Very Good”. We received it with our hearts as it was for the first time in the service life of all of us to experience a unique incident from a unique personality. We felt that his words were coming not from his mouth but from heart. We returned that day with hearts full of joy and great adoration for the new District Collector.
Thereafter, I could accompany him on many many occasions like Mass Contact Programme called “Oppam” and Elections to HPC (Loksabha) and LACs (Legislative Assembly Constituencies).
I was wondered to see a person who has immense qualities, care and support for the fellowmen. When I experienced the strange and unique behaviour of our District Collector, all my doubts dispelled and I realised that he was actually teaching us a new lesson which we had never learned before that a man can be so humble, so humane and so kind. For him, kindness is a lifestyle.
He is a man of innovative ideas which befits for a great visionary that helped the mankind especially the poor and the downtrodden. He always discussed how to use the Information Technology in administration for the welfare of the poor and marginalised people. Throughout his period of assignment as the District Collector, he stood with them, spoke and acted for the ones who required the soothing touches of the Administration.
The world widely accepted Covid- 19Jagratha Portal, built up and launched by the District Administration, and it is one of the best examples to show how he utilised the technological know-how for the welfare of the society. It was his master craft accepted with great appreciation by the State Administration.
Another one is “Nammude Kozhikode” to support citizens to overcome lockdown related challenges.
The quality which can be seen in him is the ability to understand the root cause of any problem and to solve it in an expeditious manner. He sets an example how an administrator wins the hearts of the people with his silent acts and deeds. I think it is apt to quote the proverb, “Still waters run deep” in his case also.
Before ending this short write up, I would like to point out one more thing which reveals the greatness of his mind and wisdom. It is quite usual that gifts are presented to such great people when they depart from us. Of course I also thought about presenting a gift on his departure from our district. But he had instructed his office to inform everybody that the great gift to him is the contribution to the “Udayam”, a project designed by him to rehabilitate the street dwellers.
It was an ethereal experience to work with him. Feel so fortunate to have had worked with a perfect humanitarian. We would enshrine the working memories forever. Kudos to respected Samba Siva Rao Sir.. Thank you sir from the bottom of our hearts…
