The Kerala High Court has stayed all proceedings now underway for the appointment of Vice Chancellor to the University of Calicut for a week.Justice K Vinod Chandran, while considering a petition filed by Dr. P. Alhasan Kutty, a retired teacher of Farook College, challenging the notification issued by the Higher Education Department making norms made mandatory by the UGC for appointment to the post of Vice Chancellor issued notice to the State Government to inform its stand by October 7.
The petitioner pointed out that the UGC norms and conditions stipulated for the appointment of Vice Chancellor in the state Universities are against the university Acts and Statutes. As per the notification, the Vice Chancellor should have 10 years’ experience as university professor or 10 years’ academic/administrative experience in an educational institution of equal status. He also contended that applying UGC criteria in VC appointment in letter and spirits would deny the faculty members of government and aided colleges of their legitimate opportunity of applying to the VC post
The Higher Education Department has of late issued a notification inviting nominations for the appointment of Vice Chancellor for Calicut University, making UGC eligibility norms mandatory, fixing October 3 as the last date to file the applications.
The search committee was set to consider the nominations for the post at its next meeting scheduled for October 12.
With the appointment of the new Vice Chancellor in Calicut University now embroiled in legal tussles, the academic and administrative spheres of the Calicut University are bound to suffer, especially in the context of the forthcoming visit of NAAC team to the University, which yearns for the upgradation of NAAC grade to the University.
After the exit of the last incumbent Vice Chancellor Dr. M. Abdul Salam on August 11, Kannur University Vice Chancellor Dr. Khader Mangat was given additional charge of Calicut University Vice Chancellor . The Pro Vice Chancellor of Calicut University Prof. K.Raveendra Nath is also due to retire on October 2 and the appointment to the post of PVC would also get delayed as the code of conduct for the ensuing local body elections prevents the Government from new appointments.
