WIPR ; strict regulations in these local bodies

District Disaster Management Authority in Kozhikode  has imposed strict regulations in Corporation Municipality wards / Grama Panchayats with Weekly Infection Population Ratio (WIPR) of more than 8 per week  where Covid has spread extensively. Special strict lockdown controls based on weekly outbreak rates will be implemented in such  local bodies.

The Corporation Municipality Wards / Panchayats with more than WIPR  are listed below. Local body, ward and rate (in brackets) in order.
1. Koyilandy Municipality – Ward 4 (12.11), 2 (10.63), 26 (9.55), 20 (8.36), 5 (8.22)
2. Mukkam Municipality – Ward 24 (21.32), 8 (19.51), 11 (16.8), 30 (13.70), 26 (13.09), 1 (11.48), 7 (11.43), 17 (10.76), 15 (10.68) , 13 (9.82), 20 (9.29), 10 (9.27),
3. Vadakara Municipality – Ward 20 (9.03).
4. Payyoli Municipality – Ward 30 (16.97), 31 (11.47), 32 (10.68), 26 (9.30), 23 (9.08), 21 (8.61), 28 (8.14),
5. Ramanattukara Municipality – Ward 31 (11.35), 13 (11.33), 2 (11.11), 14 (8.60).
6. Farook Municipality – Ward 24 (11.02), 17 (9.69), 9 (9.05).
7. Koduvalli Municipality – Ward 23 (13.45), 1 (13.38), 34 (11.32), 15 (8.25).
8. Kozhikode Corporation – Ward 3 (8.24).
9. Koorachund Panchayat – All Wards (9.65).
10. Kayanna Panchayat – All Wards (8.45).
11. Koodaranji Panchayat – All Wards (8.31).

1. Strict barricading should be done in the above mentioned wards and panchayats. Those who are Covid positive, symptomatic and in contact with them must continue to quarantine. No one is allowed inside or outside the perimeter of these wards / panchayats. Local government secretaries and the police should ensure this.
2. All such wards and panchayats should be subjected to Kovid inspection within a week. This is the responsibility of the respective Medical Officer and Secretary.
3. Only outlets for essential items including food and medicine are allowed. Only home delivery is allowed in hotels and restaurants.
4. Akshaya Kendras and Janasevana Kendras will be allowed from 7.00 am to 2.00 pm.
5. It is forbidden for persons belonging to the above ward to travel outside the house except for emergency medical treatment and purchase of essential items and for others to enter this ward.
6. Residents of the above Local Government Wards can seek the assistance of Ward RRTs if they need essential items from outside.
7. The ban does not apply to the vehicles of the Health Department for monitoring and the vehicles of the Health Department employees who come for monitoring and inspection.
8. NIRO should ban vehicular traffic on public access roads in the above wards.
9. Passengers traveling on National Highway and State Highway should not stop at any of these wards.
10. Travel in the wards from 7.00 pm to 5.00 am is strictly prohibited and only emergency medical trips are exempt.

Outside the ward, the government has fixed the working hours of hotels at 9.30 pm in areas where the above restrictions do not apply in the district, but employees can work till 10 am for cleaning in hotels.
It is the responsibility of the heads of the institutions and the citizens to abide by the rules. Violation of these can lead to a public health disaster. The deputy collector also directed the district police chiefs to take action against those violating the ban.
